John Russell, 1st Earl Russell (1792 - 1878). Twice Whig Prime Minister from 1846 to 1852 and 1865 to 1866.

Lord John Russell, later Earl Russell, was the principal architect of the Great Reform Act in 1832, and was one of the main promoters of parliamentary reform in the nineteenth century.
As Home Secretary, he reduced the number of criminal offences punishable by death, so that only murder and high treason could be punished by execution.

Amongst his major acts were the Factory Act of 1847 which limited factory working hours to ten hours a day and the Public Health Act of 1848 which set improving the sanitary
conditions of urban areas.

He was instrumental in sealing the alliance with France and the Ottoman Empire against Russia during the Crimean War.
