The zigzag braid on the flap collar of this Royal Navy ratings apparently signifies him being a reservist and he is equipped for active duty ashore.
He is armed with a Martini-Henry rifle and cutlass bayonet. His leather equipment is of the valise pattern in black leather. An "Italian" pattern water bottle with a black leather carrier is slung over his shoulder. He would have one, possibly two black leather cartridge pouches on his belt. At least one may be visible at his back in this photo
