Cusack was born in Durban, Natal, South Africa in 1910. His father James Walter Cusack was a onetime trooper in the Natal Mounted Police who saw active service during the Anglo-Boer War. The elder Cusack was entitled to the Queen's South Africa Medal with the  "South Africa 1901" and "South Africa 1902" clasps. He saw additional active service in the 1906 Bambatha Rebellion in Natal and Zululand. Now a lance sergeant, James Walter Cusack was entiled to the Natal Native Rebellion Medal with "1906" clasp.
