Three officials of England's northern most city, Berwick-Upon-Tweed (referred to as Berwick on Tweed on this photograph) posed for the photographer possibly commemorating
one of Queen Victoria's jubilees, most likely her 1897 Diamond Jubilee.
All three men are unidentified but the man at center appears to be wearing the mayor's chain of office for the city of Berwick-Upon-Tweed. I have not been able to identify his as
of yet. The gentleman at left holding the long staff wears the Second China War Medal and the Crimean War Medal with two clasps. He also appears to be wearing the Turkish
Order of the Mejidie. Each man also wears what appears to be a Jubilee medal with a narrow fringed ribbon.
